国家文化出口基地（西安高新区）

西安高新区是1991年3月国务院首批批准成立的国家级高新区之一，2006年被科技部确定为要建成世界一流科技园区的六个试点园区之一，2015年8月，国务院正式批复同意西安高新区建设国家自主创新示范区。2017年4月，陕西自贸区正式挂牌，高新功能区作为核心片区启动建设。2020年6月，科技部批复同意全国首个“硬科技创新示范区”在西安高新区启动建设。

西安高新区国家文化出口基地重点发展数字出版、动漫游戏、创意设计、互联网服务等高附加值文化产业，规上文化产业营收增速连续五年保持在20%以上。聚集了三人行传媒、易点天下、荣信文化等4000多家文化企业，其中易点天下、荣信文化多次获得国家文化出口重点企业荣誉称号。出台《西安高新区打造现代产业体系促进高质量发展若干政策》，建立文化出口贸易服务平台，为企业提供高质量服务，打造西部文化对外贸易高地。

Xi'an High-tech Industries Development Zone (XHTZ) is the first batch of national high-tech zones approved by the State Council in March 1991. In 2006, it was proposed by the Ministry of Science and Technology as one of the six pilot zones to be built into world-class science and technology zones. In August 2015, the State Council officially approved XHTZ to establish a national innovation demonstration zone. In April 2017, the Shaanxi Free Trade Zone was officially launched, and the construction of the High-tech Functional Area was started as the core area. In June 2020, the Ministry of Science and Technology approved the construction of the country's first "hard science and technology innovation demonstration zone" in XHTZ.

The National Cultural Export Base of XHTZ focuses on the development of high value-added cultural industries such as digital publishing, animation games, creative design, and Internet services, the revenue growth rate of cultural and related industrial enterprises above designated size has remained above 20% for five consecutive years. It has gathered more than 4,000 cultural enterprises such as Sanrenxing Media, Yeahmobi, and Ronshin, among them, Yeahmobi and Ronshin have won the honorary title of National Cultural Export Key Enterprise for many times. It has issued the “Policies for XHTZ to Build a Modern Industrial System to Promote High-Quality Development". A cultural export trade service platform was established to provide high-quality services for enterprises and create a highland for cultural foreign trade in western China.
