国家人力资源服务出口基地（中国西安人力资源服务产业园）

       中国（西安）人力资源服务产业园自2017年获人社部批准成为首批国家级产业园之一，2022年被确定为首批国家人力资源服务出口基地。园区按照“一园多区、主辅联动”的模式建设，主园区位于国家级新区西咸新区区域内，分园区位于西安高新区、西安碑林区、西安曲江新区、西安国际港务区。作为西北地区唯一省、市共建的国家级人力资源特色服务出口基地，基地坚持“立足总窗口、服务秦创原、辐射中西部、面向全世界”的理念，按照“集聚产业、培育市场、孵化企业、服务人才”的功能定位，打造西部地区现代化人力资源服务产业集聚区、国家人才战略支点”、面向“一带一路”沿线国家的人力资源服务合作核心区。

       基地启动至今，突出人力资源服务产业集聚、人力社资源公共服务集合、科技创新成果转化落地人才支撑三大功能，全力打造以秦创原人才服务中心为支撑，以科技创新、人才服务、创新创业、涉外人才服务等为特色，构建具有国际化、市场化的人才服务全链条支撑体系。目前，基地已推出“原上-云端”人才大市场、“HELLO外国人国际人才服务窗口、人才科创成果展厅、全球人才直播间、人才成长学院等重点平台和服务，为陕西省、全国乃至全球人才提供一站式集成服务。

        China (Xi 'an) Human Resources Service Industrial Park has been approved by the Ministry of Human Resources and Social Security 
as one of the first national industrial parks since 2017, and was identified as the first national human resources service export base in 2022. The park is constructed in accordance with the mode of "one park with multiple districts, linkage of main and auxiliary functions".The main 
park is located in Xixian New Area, a state-level new district, and the sub-parks are located in Xi 'an High-tech Zone, Xi 'an Beilin District, 
Xi 'an Qujiang New Area and Xi'an International Trade & Logistics Park. As the only national human resources characteristic service export 
base co-built by provinces and cities in Northwest China, the base adheres to the concept of "based on the general window, serving the Qinchuangyuan Platform, radiating to the central and western regions, and facing the whole world", and follows the functional positioning 
of "gathering industry, cultivating market, incubating enterprises and serving talents", to build a modern human resource service industry accumulation area in Western China and a national talent strategic fulcrum ", and a core human resource service cooperation area for 
countries along the "Belt and Road".

         Since its inception, the base has highlighted the three functions of human resource service industry agglomeration, human resources public service collection, and talent support for the transformation of scientific and technological innovation achievements. It has made 
every effort to build an international and market-oriented talent service chain support system with the support of Qin Chuangyuan Talent 
Service Center and featuring scientific and technological innovation, talent service, innovation and entrepreneurship, and foreign talent 
service.

         Previously, the base has launched key platforms and services such as "Qinchuangyuan- Cloud" talent market, "HELLO Foreigners 
International Talent Service Window”, Talent Science and Innovation Achievements Exhibition Hall, Global Talent Broadcasting Room, 
Talent Development College, etc., providing one-stop integrated services for talents in Shaanxi Province, the country and even the world.
